Play the VA Lottery Just for Fun

Scott Hoover did not think it was very fun to spend $5 on a lottery ticket after he learned that he had zero chance of winning the top prizes.  Public records showed that the winning tickets had been purchased a month before Scott purchased his ticket.  Hoover is now suing the state of Virginia for breech of contract.  He was disappointed because instead of having a chance of winning there was no chance involved.  The Virginia Lottery has changed its terms and it is no longer possible to purchase lotto tickets for games that the top prizes have already been awarded.

It seems like that will make the winning amounts lower because once a ticket has a big winner they are taking the game out of play.  Since I’m from GA I saw a lot of the good ways the lottery was able to provide for the state.  When I graduated from high school I could go to any state school for free since I had a B average, and that same opportunity is given to every high school graduate in Georgia.  The GA lottery contributes about $1 million per day to help fund education in Georgia.  Do you think VA will get to that point?  Do VA residents want the lottery to get to that point?
