I wonder if it would make a difference if the SPCA didn't charge to come pick up your dog if it happens to get picked up by the SPCA or dropped off. I'm sure the fee is already minimal (I think just to cover costs of taking in the dog) but it might be more incentive to come get the lost hound dog. That’s sad.
